We analyze the EU AI Act by coding the foundation model requirements and comparing them to prior proposals for the Act. The EU AI Act enters into force today: the Act is a watershed moment in the history of AI and technology policy, constituting the first comprehensive legislation on artificial intelligence. The Act is the byproduct of prescience and commitment by the European Union. The European Commission penned the initial White Paper on the AI Act in February 2020 and introduced the first draft of the Act in April 2021, and the EU came to political agreement on the legislation
